Humane CosmeticsIn 2019, the “Homes for Animal Heroes Act” passed through the New Jersey state legislature with unanimous support. The legislation dictated that institutions throughout New Jersey must re-home cats and dogs used in research studies with loving families when the research is completed. 

Passage of the Act was rightfully celebrated as a victory for animals, but it quickly became apparent that it didn’t go far enough. Specifically, the Act applies strictly to institutions of higher education or a research institution that contracts with a institute of higher education, and does not include any reporting requirement or penalties for noncompliance. 

Today, S. 3568 has been introduced in the state senate to strengthen the Homes for Animal Heroes Act by expanding it to include ferrets as animals who must be provided the opportunity for adoption after research. If passed, the bill would also pertain to product testing facilities, corporations and contract testing facilities beyond those with ties to institutions of higher education – thereby expanding its protections to a larger pool of animals. Lastly, S. 3568 includes a reporting requirement and establishes civil penalties.

Please support S. 3568 to strengthen the Homes for Animal Heroes Act

Dear [Decision Maker],

As a constituent, I am writing to ask for your support of S. 3568 to strengthen the Homes for Animals Heroes Act, which passed unanimously through the state assembly and senate in 2019 and was signed into law.

The Homes for Animal Heroes Act was a wildly popular bill that required institutions of higher education that use dogs and cats in research and teaching to offer up those animals for adoption once they no longer had a use for them. S. 3568 expands the Act by including ferrets, extending who is subjected to the Act to include corporations, product testing facilities and manufacturers, implementing a reporting requirement and establishing civil penalties for noncompliance.

Passing the Homes for Animal Heroes Act was a great first step in protecting beloved companion animals that are used as research subjects. Please help build on that strong foundation by supporting S. 3568.
