Humane CosmeticsHealthy animals who were once used in research deserve the opportunity to be adopted into loving homes—and new legislation introduced in Pennsylvania would give dogs and cats that chance. 

HB 2912, the Beagle Freedom Act, would require research facilities to adopt out healthy, safe dogs and cats once the animals are no longer used in research. Also, the bill will prohibit breeders with certain animal welfare act violations from selling their dogs or cats to research laboratories. 

Considering that in 2021 2,979 dogs and 1,292 cats were used for research purposes in the state of Pennsylvania, the Beagle Freedom Act could help thousands of companion animals find loving homes every year.

Please support the Beagle Freedom Act to give research animals a chance at adoption!

Dear [Decision Maker],

I am writing to ask for your support of HB 2912, the Beagle Freedom Act, which would give dogs and cats used for research a chance at the life all companion animals deserve by requiring research facilities to offer them up for adoption when they are no longer used in the lab. The bill does provide an exception for dogs or cats who are not behaviorally suitable for rehoming or who have a substantial medical condition.

Currently, many dogs and cats used in research are routinely euthanized at the end of experiments. This flies in the face of the deep bond that humans have developed with these animals, and it is a particularly cruel ending to a life that knew little more than poking, prodding, and testing. The Beagle Freedom Act will direct laboratories to give their dog and cat test subjects a chance at a life beyond the lab.

Passage of this Act could save thousands of companion animals every year by helping them find loving homes. Please support passage of the Beagle Freedom Act.
